Mark - it wouldn't be a good imitation if it weren't a helicopter because that is what the seed is designed to do.
I think the scud hook makes sense. Why don't you try a lightly dubbed chartreuse body - material choice depending on how much flotation you want. Then tie in a Wally wing - but, full on both sides and trude style instead of upright - using a chartreuse bugger hackle. Then finish with a little rust dubbing for the head.
By the way, the Wally wing would be the same method that I use for putting a tail on a parachute adams:

except that, for the seed pattern, you would would tie it in in the opposite direction; trim the loose barbs; save the looped barbs for the wing; and, then trim away the remaining feather and use it again for the next wing.
